The Bill (Reg. No.0948) seeks to improve the legislation related to the protection of rare species of animals and plants, and bring the Law 'On the Red Data Book of Ukraine' in line with the Law 'On the Protection of Animals from Ill-Treatment'. It contains proposals for a ban on using rare and endangered plant and animal species for business, commercial and military purposes, or for profit.
The Bill envisages the preparation and approval of Local (Regional, and those of the Autonomous Republic of Crimea, Kyiv and Sevastopol) Red Data Lists of rare and endangered species of animals and plants, from among those entered in the Red Data Book of Ukraine, Red Data List of the International Union for the Conservation of Nature and Natural Resources, and the European Red Data List.
The Bill forces a ban on extraction from the natural environment, transportation, sale, bringing into or out of Ukrainian territory, of rare and endangered species of plants and animals listed in the Red Data Book of Ukraine, together with any parts, eggs or caviar thereof, unless under a Permit issued by the specially authorised Central Executive Body responsible for Environmental Protection. The Bill intends to ban unlawful and malicious extraction, appropriation, digging out, damaging, trampling down, fishing, cutting down, and destruction of rare and endangered species of plants and animals listed in the Red Data Book of Ukraine, together with any parts, eggs, caviar, etc thereof.
The passing of this Bill will contribute both to Environmental Protection and also the humanization of Society.
